STEPS TO GET STARTED
STEP 1. Getting Started: Complete the Initial Transitional Independent Living Plan (TILP)
The Youth Development Services Division (YDSD), Independent Living Program (ILP) want to help, but you must take the first step by filling out the Transitional Independent Living Plan (TILP).
If you are an ILP eligible pre-emancipated youth, this document is your TICKET to ALL benefits and services offered by the Youth Development Services Division, Independent Living Program. You, your Children’s Social Worker (CSW) and caregiver must sign this document. Make sure your TILP is complete!
STEP 2. Making' It: Free Tutorial Services Available
SEE ILP TUTORING. Youth ages 14 or 15 in out of home placement can be referred for an academic assessment. If the youth are functioning below grade level up to 50 hours of tutoring may be available. Youth ages 16 through 20 may also be academically assessed. Those youth who are in need of tutoring will be referred back to the Transition Coordinator. All youth, ages 14 ~ 20, who have passed the California High School Exit Exam (CAHSEE) should not be referred for an academic assessment.
The tutorial services are provided by one of three YDS Contractors, depending on the youth’s placement address.
The contractors utilize an Individualized Multilevel Tutoring Curriculum. Tutoring services are provided in the home of the caregiver’s home or at a local community site such as a public library. Youth participation in tutoring is voluntary.
Participation in this program does not automatically deem you eligible for ILP services.
STEP 3. Getting Prepared: Participate in Life Skills Training Classes
SEE ILP LIFE SKILLS. If you are 16-20 years of age and ILP Eligible, you can take Life Skills Training (LST) classes provided by the YDS Contractors at a Community College or location in your area. These classes are approximately 5-weeks. They provide an introduction to the skills you need to find a job, have a career, get an apartment, budget your money, deal with roommates, co-workers, your boss, etc. This voluntary program can help you learn how to make it!
STEP 4. Success = Rewards
You can receive cash rewards for reaching your goals:
- Completion of YDS LIFE SKILLS TRAINING (LST) Classes = $100
Who is Eligible?
- Tutoring: Youth ages 14 or 15 in out of home placement
- Life Skills Training (LST) Classes: ALL ILP Eligible youth ages 16-20

- Request a referral from your Social Worker (CSW) or Probation Officer (DPO)
