CHAFEE VOUCHER-CALIFORNIA STUDENT AID COMMISSION

The Independent Living Program may be able to assist you with your educational needs but it is required that all youth apply for the Chafee grant at 1-888-224-7268 #3 or www.csac.ca.gov. (Note: Unfortunately, KinGAP youth whose court dependency was terminated prior to their 16th birthday are not eligible for the Chafee Education and Training Vouchers).  Since these grants are available, you may be apply for ILP assistance but immediate funding may not occur, depending on the emergency nature of your request. If it is a nonemergent request, you may be asked to wait until it is determined what the UNMET need is AFTER the Chafee grant disbursement.  Additionally, it is important to keep in mind that any monies sent to the school by ILP is considered income and this may effect the amount of your Chafee grant and any other grant or loan you may be offered. In other words, the California Student Aid Commission and other lenders of financial aid consider the ILP assistance as income and therefore, may provide less assistance.

With regards to student loans, it is recommended that you consult with your Transition Coordinator PRIOR to accepting any subsidized (loans in which the repayment interest begins accruing after you graduate) or unsubsidized loans (loans in which the interest begins accruing immediately). These types of loans are often offered in your financial aid package to pay for your vocational or college program.  If you authorize (usually by your signature) the school you are attending to use loans to pay for your education PRIOR to getting information from your Coordinator, it may be more difficult qualify for ILP funds or Chafee Education and Training Vouchers (ETVs). [Note: However, even if you have already accepted a loan, it may be possible for you to decline the final disbursements of the school loan and thus, qualify for full Chafee grant funding. Or, the school may be willing to 'back out' (i.e. not count them as part of your financial package) the loans you have accepted, which may also allow you to receive the full Chafee grant. In this circumstance, you would then need to endorse your Chafee grant back over to the school.].  Please be aware that student loans may ultimately be one of the necessary ways for you to fund your education.  Based on limited ILP funding, a maximum Chafee grant of $5,000.00 per academic year, limited additional resources, and the possible high cost of the vocational program or educational program you attend or are wishing to attend, student loans may need to be taken to assist you in achieving your goals.
