Board of Govenor's Grant (BOGW) http://www.peralta.cc.ca.us/bogrules.htm is a fee waiver that allows you to get free tuition when you enroll at a Community College (2-year).

California Student Aid Commission provides grants (i.e. Cal Grants, Chafee Voucher etc. which is free money for you to go to college.
